Quick Answer
The money is real. So are the strings.
Yes, there’s help for first-time buyers between Atlanta and Athens. Real money.
Georgia Dream can put up to $10,000 toward your down payment. Teachers, nurses, cops, firefighters and active military can get up to $12,500. Buy in Gwinnett and the county’s Homestretch program can add up to $10,000 that goes away if you stay five years.
Here’s what nobody puts on the flyer. Income caps. Price caps. A required class. And most of this money is a loan you pay back when you sell or refinance.
That’s not a reason to skip it. It’s a reason to know the rules before you fall in love with a house.
State Program
The Big One: Georgia Dream
Georgia Dream is the state’s program, run by the Department of Community Affairs. You get a 30-year fixed mortgage (FHA, VA, USDA or conventional) through a participating lender, plus a second loan to cover your down payment and closing costs.
- PEN is for public protectors, educators, healthcare workers and active military. Choice is for a household where someone has a disability.
- Gwinnett, Walton, Barrow and Newton all use the Atlanta metro limits. Max household income is $137,555 for 1–2 people and $158,188 for 3 or more.
- Credit score: 640 minimum.
- You bring at least $1,000 of your own money.
- You take a homebuyer education course. The online one is $50.
“First-time” means you haven’t owned and lived in a home in the last three years. Two big exceptions: veterans who haven’t used this kind of help before, and anyone buying in a targeted area. Newton County is a targeted county, so in Covington, Oxford or Porterdale the first-time rule doesn’t apply. Parts of other counties can be targeted too, census tract by census tract. Your lender has the list.
Earn too much, or owned before? Look at Peach.
- Peach Plus: first-time or repeat buyers. Up to $10,000 (Standard) or $12,500 (PEN/Choice). Higher caps: $725,000 price and $206,333 / $237,282 income in the Atlanta metro. The rate runs a little higher than regular Georgia Dream.
- Peach Advantage: conventional only, first-time or repeat. 2–5% of the loan amount for down payment, income up to 150% of area median, price up to $725,000.

County Program
The Local One: Gwinnett Homestretch
This is the best deal on the board if you fit it. And it’s the one most people miss.
- Up to $10,000, 0% interest, no payments.
- Forgiven 20% a year. Live there five years and you owe nothing.
- Credit score 580 or higher.
- Price cap: $371,000 existing home, $425,000 new construction.
- Income cap (80% of area median): $66,000 for 1 person, $75,400 for 2, $84,850 for 3, $94,250 for 4. The full table is on the county’s site.
- 8-hour homebuyer class, household assets under $25,000, and you put in 1% or $1,000, whichever is less.
- Plan on at least 14 business days for the county’s review. Build that into your contract.
Zero Down
USDA: The Zero-Down Option Hiding in Plain Sight
People hear “rural” and assume it’s not them. Wrong.
USDA’s map covers more of this corridor than you’d think. When we checked USDA’s map in October 2026, the centers of Monroe, Winder, Social Circle, Covington, Walnut Grove, Good Hope, Bethlehem and Statham showed as eligible. Snellville, Grayson, Lawrenceville, Dacula and Loganville did not.
Lines move and they don’t follow city limits, so check every address on USDA’s eligibility map before you get attached.
2026 income limit (Gwinnett, Walton, Barrow, Newton): $135,500 for a household of 1–4, $178,900 for 5–8. USDA counts household income and allows certain deductions, so run the numbers in its income tool or with a lender.
Loan Types
The Other Loans You Should Know
- FHA: as low as 3.5% down. 2026 limit in all four counties: $718,750 (one unit).
- VA: for veterans and service members, and it can be $0 down. Pair it with the veteran exception above and Georgia Dream gets interesting.
- HomeReady (Fannie Mae) and Home Possible (Freddie Mac): 3% down conventional loans for buyers at or under 80% of area median income.
- Conventional loan limit, 2026: $832,750.
Stacking is where this gets good. Georgia Dream sits on top of an FHA, VA, USDA or conventional first mortgage. A good lender will run your numbers more than one way.

The Catch
- It’s a loan, not a gift. Georgia Dream money is a 0% second mortgage with no monthly payment. It’s due when you sell, refinance or move out. Gwinnett Homestretch is the exception, since it forgives over five years.
- Every adult’s income counts. Georgia Dream counts everyone in the household, not just whoever’s on the loan. Your roommate’s paycheck counts.
- Too much savings can disqualify you. Georgia Dream caps what you can have left after closing at $20,000 or 20% of the price.
- Price caps bite. $371,000 for an existing home in Gwinnett Homestretch narrows the search fast. Over the last 12 months, only about 1 in 3 existing single-family homes in Gwinnett sold for $371K or less (2,187 of 6,695, or 32.7%). That leaves about two out of three Gwinnett resales off the table. Source: Georgia MLS (GAMLS), single-family closed sales, Oct 23, 2025–Oct 22, 2026 vs. prior 12 months; pulled Oct 23, 2026.
- The class isn’t optional. No certificate, no money.
- Time. These programs add paperwork and review time. Write your offer with that in mind, or the seller picks the cash buyer.
For context: over the last 12 months, the median single-family sale was $427,250 in Gwinnett and $410,000 in Walton, both down about 2% from the year before (−1.8% and −2.3%). That puts the typical home well under Georgia Dream’s $625K cap and over Homestretch’s $371K cap.

Do This Now
How to Start This Week
- Pull your credit. Know the number before a lender tells you. 640 opens Georgia Dream, and 580 opens Homestretch.
- Add up the household. Every adult’s income, not just yours.
- Check addresses on USDA’s map. Type in a few streets you like. Takes five minutes.
- Call a Georgia Dream participating lender. Use the state’s lender list or 800-359-4663. Ask them to run you through Georgia Dream, Peach, USDA and FHA side by side.
- Book the homebuyer class now. Don’t let a certificate hold up a contract. If you’re buying in Gwinnett, ask the county which class counts for Homestretch.
- Freeze new debt. No car loans, no new cards, no buy-now-pay-later. They count.
- Set your price under the cap. Then call us and we’ll build your search around the program, not the other way around.
Budget It
Costs Past the Down Payment
The down payment is just one check. You’ll also need money for:
- Closing costs. Assistance can cover some of these, so ask.
- Earnest money when your offer is accepted.
- Inspection and appraisal.
- Homeowners insurance and property taxes, often paid partly up front. See our county property tax guides for Gwinnett, Walton, Barrow and Newton and file for your homestead exemption the first year.

FAQ
First-Time Buyer Questions, Answered
Who counts as a first-time buyer in Georgia?
For Georgia Dream and Gwinnett Homestretch, anyone who hasn’t owned a home in the last three years. Georgia Dream waives that rule for qualifying veterans and for targeted areas, including all of Newton County.
How much down payment help can I get?
Georgia Dream: up to $10,000, or $12,500 for PEN and Choice. Gwinnett Homestretch: up to $10,000. USDA and VA can mean no down payment at all.
Do I have to pay it back?
Georgia Dream, yes. It’s 0% with no payments, but it’s due when you sell, refinance or stop living there. Homestretch is forgiven 20% a year over five years.
Is there help in Walton, Barrow or Newton counties?
Georgia Dream, Peach, USDA, FHA, VA and the 3%-down conventional loans all work there. As of October 2026 we couldn’t find an active county or city down payment program in those three counties.
What if my credit is under 640?
Georgia Dream is off the table for now. FHA and Gwinnett Homestretch (580+) may still work. A few months of cleanup can change your options.
Does Georgia have a first-time homebuyer savings account tax break?
Not right now. Georgia’s income tax code has no first-time homebuyer savings account deduction.
Can I use Homestretch on new construction?
Yes. Gwinnett allows new construction up to $425,000.
